Commercial improvement grants

The Commercial Improvement Grant scheme provides financial assistance to owners or tenants of business properties that have become rundown and have deteriorated over time. The aim is to encourage high standard environmental improvements to commercial buildings within target areas of the county borough.

Eligibility criteria

The grant scheme is open to both landlords and leaseholders of commercial and retail properties located within the county borough.

Eligible costs could include:

  • The extension, improvement or modification of existing commercial/retail buildings and the conversion of other buildings into commercial use.
  • Works to improve the physical infrastructure of the property, including replacement shop fronts, new roofs, windows, doors, rendering, stone/brick cleaning, electrical works, floors and ceilings, etc. 
  • Landscaping to the exterior of properties as part of an overall property enhancement scheme. Landscape works must demonstrate an environmental and aesthetic improvement.
  • Internal works such as doors, flooring, lighting, decoration/refurbishment, painting and plastering, may also be considered

Routine maintenance work on its own is not eligible for assistance, such as decorating, clearing gutters or cleaning the exterior, unless it can be shown to be of environmental benefit.

Applicants must be able to demonstrate the need for the grant and how it will improve the business. Each application is individually assessed and will be considered on its ability to:

  • Create additional jobs or safeguard existing jobs;
  • Result in major environmental improvements;
  • Bring vacant property into use;
  • Enhance the existing street scene.

Applications may be subject to Planning Permission and Building Regulations Approval and separate applications should be made if required.

How to apply

Applicant will first need to submit an Expression of Interest (EOI) (PDF).

We will then use this information to determine if the project is eligible and meets the criteria of the grant scheme. Schemes that pass the initial EOI stage will be invited to submit a detailed application form for consideration.

What level of grant is available?

The Commercial Improvement Grant is discretionary and can provide up to 50% of the approved costs of eligible works. The maximum amount of grant available for any one property is £15,000. 

How often are applications considered?

Grant applications are continuously assesed by the Urban Renewal Team, subject to funding availability. Projects that can demonstrate the greatest benefit will be given funding priority. Not all applications are successful.
