The council is a complex organisation delivering a diverse range of goods, works and services to the communities of the county borough.

We spend approximately £170m every year with third party providers, and we work hard to ensure that this procurement activity is not only aligned with the requirements of our communities, but also that the process is fair, transparent, and legally robust.

WHQS

We are continually looking to develop key long-term relationships with a dedicated supply chain, particularly with local links. One of the more significant relationships is with the WHQS Housing Programme, where some complicated contracts and frameworks have been established with heavy involvement of the local supply chain. The below highlights such contracts and frameworks since June 2013;

  • WHQS Supply Partner Contract
  • WHQS DLO Sub Contractor Framework
  • WHQS Internal Works Contract
  • WHQS External Works Framework
  • WHQS Small Lots Contract (2015/16)

Contractors appointed onto the frameworks are invited to participate in mini competitions from the respective lots as and when required.

Transport contracts

Dynamic Purchasing System

We have established a Dynamic Purchasing System (DPS) for the provision of high quality and cost effective transport for the requirements of the Integrated Transport Unit. The requirements cover taxis, minibuses and wheelchair accessible vehicles.

School and college bus contracts

We have established a Multi-Provider Framework for the provision of high quality and cost effective transport for the requirements of the Integrated Transport Unit. The nature of the Framework is to provide designated Home to School/College Bus Contracts for service users who are in receipt of free transport.
