A 15-year-old boy from the Caerphilly county borough is the latest person to receive an Anti-Social Behaviour Order (ASBO) after a catalogue of anti-social behaviour in and around his community.
Adam Clarke, of Brynteg, Penyrheol, Caerphilly was given a two year ASBO by Caerphilly Magistrates today (Monday 4th October) after a series of anti-social incidents in the Penyrheol and surrounding areas of Caerphilly county borough.
Adam displayed frequent abusive and nuisance behaviour towards residents and in the area over a period of nearly two years.
Despite numerous interventions as part of the Safer Caerphilly Community Safety Partnership's well-established 'four-strikes' process for tackling anti-social behaviour in Caerphilly county borough, his behaviour continued.
Adam also signed an Acceptable Behaviour Contract (ABC) in November 2009.
The Anti-Social Behaviour Order prevents Adam Clarke, anywhere within the Caerphilly county borough area from:
- Acting in a manner, which causes or is likely to cause nuisance, harassment, alarm or distress to any person in the Caerphilly County Borough Council area.
- Swearing at, or threatening any person.
- Damaging or interfering with any property not belonging to him.
- Apart from his home address, not to enter the gardens of any other property without the express permission of an adult occupier.
Community Safety Manager, Howard Rees said, "I hope that the gaining of this Anti-Social Behaviour Order will send out a strong message to the small minority who are intent on behaving anti-socially that their behaviour will not be tolerated".
Crime and Disorder Reduction Officer, PC Andy Hillier said, "We will continue to take action against any individuals who are having a negative affect on the local community. We are committed to tackling anti-social behaviour and working with our partners to seek Anti-Social Behaviour Orders from the courts where appropriate".
The Safer Caerphilly Community Safety Partnership is a multi-agency organisation, whose statutory bodies are Caerphilly County Borough Council, Gwent Police, South Wales Fire and Rescue Service, Aneurin Bevan Local Health Board, Gwent Police Authority and All Wales Probation Trust. It works to reduce levels of crime, disorder, anti-social behaviour and fear of crime in the local area.
