A 16-year-old boy from Caerphilly county borough is the latest to receive an Anti-Social Behaviour Order (ASBO), after a catalogue of anti-social behaviour in and around his community.

Logan displayed frequent anti-social, nuisance and intimidating behaviour, and despite numerous interventions as part of the Safer Caerphilly Community Safety Partnership's well-established 'four-strikes' process for tackling anti-social behaviour, his behaviour continued.

The Anti-Social Behaviour Order prevents Logan James, anywhere within the Caerphilly county borough area from: -

    • Acting in a manner which causes or is likely to cause nuisance, harassment, alarm or distress to any person.
    • Removing any object from any premises without the express consent of the owner, including any metal objects.
    • Throwing any object at any person, property or vehicle.
    • Damaging any property not belonging to him.
    • Entering any educational premises, other than the one he is on the roll for, and in the case of the one he is on the roll for, only during the times allocated by the school.
    • Entering Graig-y-Rhacca Community Centre.
    • Congregating in a group of people in a manner causing or likely to cause any person harassment, alarm or distress.

Another of the ASBO conditions prohibits Logan from associating with a local boy, who currently cannot be named for legal reasons.

Cllr Dave Poole, Cabinet Member for the Environment and Leisure Services at Caerphilly County Borough Council said, "I sincerely hope the gaining of this order will send a clear and strong message to those who feel it is OK to behave in an anti-social manner that their behaviour will not be tolerated".

He continued, "We take an extremely tough stance on anti-social behaviour and we will use the tools and powers available to us to ensure that the behaviour of a very small minority does not impact adversely upon the lives of the upstanding majority".

Crime and Disorder Reduction Officer for Bedwas and Caerphilly, PC Stuart Lewis says: "This should be a clear message to anyone in the Caerphilly County Borough area that acting anti-socially will not be tolerated. The Anti-Social Behaviour Order placed on Logan James will offer protection to the community and will now improve their quality of life."

Breaching an Anti-Social Behaviour Order is a criminal offence, and will result in the individual concerned being arrested, charged and having to make an appearance before the courts.

The Safer Caerphilly Community Safety Partnership is a multi-agency organisation, whose statutory bodies are Caerphilly County Borough Council, Gwent Police, South Wales Fire and Rescue Service, Aneurin Bevan Health Board, Gwent Police Authority and Wales Probation Trust. It works to reduce levels of crime, disorder, anti-social behaviour and fear of crime in the local area.

Residents suffering from anti-social behaviour are encouraged to report this to Gwent Police. Victim Support is also there to provide support on 0845 30 30 900.
