With the development of industry, a need arose for better and more economic methods of transport. Up until this time, pack horses and mules had carried loads of three hundred weight apiece, strapped to their backs in panniers. As these convoys could only travel as fast as a man could walk, Acts of Parliament were passed which permitted mine, quarry and works owners to build tramroads from their plants to canals already in existence. Railways therefore began life as sets of wooden tram rails along which horse drawn wagons were pulled.
