Quality Assurance
and Performance Sub Group

Purpose

To undertake audit a nd analyse findings to inform CSCB as directed by the Caerphilly Safeguarding Children Board (CSCB) in accordance with the requirements set out in the Children Act 1989 and 2004 and Safeguarding Children: Working Together Under the Children Act 2004.

Objectives

To audit partner agencies compliance with the Children Act 2004.

To assess the overall effectiveness of current joint working practices to safeguard children in the Caerphilly Borough and identify joint working issues by:

  • Random sampling of child protection cases on a multi-agency bases using a standard audit tool.
  • Reviewing cases of children whose names have been placed on the child protection register for a period exceeding 2 years and cases that were re-registered within 12 months.
  • Providing information in relation to audits undertaken and issues identified to the CSCB.
  • Undertake specific audits as requested by CSCB.

Membership

  • Children’s Services – Child Protection Co-ordinator and Team Manager
  • Health – Named Nurse, Safeguarding, Aneurin Bevan Health Board
  • Education – Safeguarding Manager, Inclusion Services
  • Voluntary Agency
  • Police – Audit and Review Manager, Gwent Police
  • Representative from Youth Offending Services
  • Representative from Public Housing
  • CSCB Co-ordinator

The above will represent the core membership of the Quality Assurance and Performance sub group with each agency identifying an appropriate person, when required, others will be co-opted onto the group as determined by the specific task being undertaken.

The Chair of the group will be a member of the CSCB.

Governance

  • The Quality Assurance and Performance sub group will meet a minimum of 6 times per year. 
  • Minutes of the meetings will be sent to the CSCB.
  • The identified issues arising from audits will be reported to CSCB.
  • An Annual Report will be provided to the CSCB and will incorporate the sub group’s work plan.

This function to be provided by the CSCB Administrator.
