Gelligaer Community Council represents and serves 9 small communities in South East Wales: Gelligaer, Pen-y-bryn, Glyn-Gaer, Penpedairheol (Cascade), Tir-y-berth, Glan-y-nant, Cefn Hengoed, Hengoed and Ystrad Mynach (incorporating Tredomen and Penallta areas). Often these communities have different interests. The Council balances the needs of different elements of the community to get the best result.
The Gelligaer Community Council is responsible for the services it provides. It establishes policies for action and decides how money will be raised and spent on behalf of the community. It is responsible for spending public money lawfully and without risk, and for achieving the best value for money.
The 'Parish' or 'Community Council' originated in the 8th Century and is one of the most ancient types of local government. The Council is made up of thirteen individual Councillors who contribute to the work of the whole council by:
