Energy efficiency in council buildings

We take environmental issues very seriously and work hard to reduce our energy and water consumption across all our council buildings.

In 2007/2008 we spent £3.1 million on energy and an additional £661,869 on water. This volume of energy consumption links directly to carbon emissions and to curb any rise's we employ dedicated professional who work to reduce our energy and water consumption.

In partnership with the Carbon Trust, £800,000 has been invested into energy improvement projects, across all council owned buildings such as offices, schools, leisure facilities and libraries.

To date this dedicated focus on energy efficiency has resulted in annual savings of 1940 tonnes of carbon dioxide being saved from release to the atmosphere, with lifetime savings of 18,544 tonnes. Annual financial savings of £266,263 and lifetime savings of £256,684.

Carbon Reduction Strategy

In May 2008 the Carbon Trust and Caerphilly CBC agreed to develop a Carbon Reduction Strategy.

The council spent around £3.1 million on energy bills between October 2007 and September 2008. The Carbon Trust estimates that around 21% of energy used in the workplace is wasted therefore promoting energy awareness in the workplace is a critical means of reducing costs.

Switch to Save

The council has developed an innovative campaign called 'Switch to Save' as part of an internal communications drive. The campaign underline the council's commitment to sustainability and acts as a reminder to all staff that they should consider issue such as energy consumption and carbon emissions in everything they do.

Cavity Wall Insulation

Cavity wall insulation reduces the heat loss through the walls of a building by up to 40 per cent. This will result in significant savings in heating costs.

Local Authority Energy Financing (LAEF)

The LAEF scheme is a revolving loan scheme. Over £749k has been invested since 2004 which has resulted in £2,561,684 being saved on energy bills in the council. There has been 200 individual projects with 107 of them having been completed in schools and the savings go direct to the budget holder. The whole process is managed on behalf of the building manager so there is no additional work for you.

Typical projects include loft and cavity wall insulation, lighting upgrades and additional heating controls.

Reducing energy consumption is going to become more important for the council particularly when you consider that energy prices are expected to rise year on year, and due to financial impact to the council through the Carbon Reduction Commitment Energy Efficiency Scheme.

Taking up LAEF projects make good business sense and it will relieve the pressure felt on budgets.

Of course there is the carbon savings associated with energy conservation. These 200 projects to date have prevented 18,544 tonnes of carbon being released to atmosphere.
