Landlord Accreditation Wales (LAW) Scheme is a joint initiative between the Private Sector Housing/Environmental Health Services from each of the 22 local authorities in Wales, and is supported by the Welsh Government.
The scheme was launched on 19 November 2008 by the Deputy Minister for Housing, Jocelyn Brown AM where Adrian Walters from Risca became Caerphilly's first accredited landlord.
What are the aims of the Scheme?
The aims of the scheme are as follows:
- To create and maintain a stock of privately rented accommodation to an accredited standard which is better than the minimum legal standard
- To give public recognition to those landlords who provide housing that meets or exceeds the accredited standard
- To give prospective tenants the choice of renting high standard accredited accommodation
- To introduce a Scheme which not only covers the physical conditions of properties, but also good management practices
The Scheme requires that the physical condition of properties, basic amenities and management practices are fair and reasonable and will not be prejudicial to the health, safety or welfare of tenants or the surrounding neighbourhood. This ensures that landlords, tenants and the local community will benefit from good housing conditions, competent management and considerate neighbourly behaviour. It will also help to make sure that misunderstandings and disputes are minimised and if these do occur, are rapidly resolved.
Who can join?
This is a voluntary scheme and is available free to any private landlord who owns and rents out properties in Caerphilly county borough. It does not include Council owned properties or those owned by Registered Social Landlords (Housing Associations).
Who benefits?
Accreditation benefits landlords, tenants and the wider community by ensuring the landlord is publicly identified as an accredited landlord and are distinguished from incompetent or unscrupulous landlords. Tenants benefit by having the peace of mind that the property is in a good condition and the tenancy will be managed to a good standard. The community benefits because if private rented housing is well managed and kept in good condition, there will be a reduction in anti-social behaviour and crime.
