The experiences and chances that children and young people have will shape their futures. The Children and Young People's Plan is the single strategic overarching plan for all services affecting children and young people in Caerphilly county borough.
It identifies our ambitions for children and young people in the borough and sets the direction for how local partners, led by the local authority in its community leadership role, will work together to implement the necessary changes in culture and practice to secure long term benefits to the quality of life and expectations of children, young people and their families.
The scope of the Plan extends across all services for children and young people from the antenatal stage to the age of 19. It also includes care leavers up to the age of 21 (or above if in continuing education or training) and those receiving youth support services, up to the age of 25.
The needs of children and young people have shaped the development of this plan, and the focus has been on improving outcomes for children and young people, rather than compliance with processes.
It is intended that multi-agency working, with the Children and Young People's Plan as its base, will lead to higher quality services and improved outcomes for children and young people. The whole process of developing this plan has been an important piece of multi-agency co-operation and working. We have brought together many statutory and voluntary organisations, and together we have analysed the needs of children and young people in Caerphilly county borough, identified service gaps, and produced a shared vision and key priorities, which will guide how services can be developed and refocused over the next three years.
