The use of electronic trading is a UK wide government aspiration aimed at reducing costs and improving efficiency in the purchase-to-pay cycle of public sector organisations. As a council we have made significant advances in our use of e-Procurement systems over the past few years.

We currently use the e-procurement system Proactis, which enables departments to order electronically from contracted suppliers and process related invoices for direct payment electronically with minimal manual intervention.

We are keen to develop our electronic procurement capability and have adopted the Welsh Government's e-commerce portal xchangewales, which enables Welsh Authorities' to trade with their suppliers electronically through an e-trading marketplace. In addition to this, we have implemented the electronic invoicing module, which suppliers can use to 'flip' their electronic orders directly into e-invoices, which are returned to the Proactis purchase to pay system for payment.

We are also progressing our use of other electronic procurement tools including e-auctions, e-tendering and the use of purchase cards.
