Local government has a key role to play in society. It is uniquely placed to lead communities and serve local people. However, to do so effectively there needs to be a bond of trust between those in public life and the people they serve.
Councillors therefore need clear guidelines to enable them to work confidently within the boundaries set by the government and the reasonable expectations of the public.
The National Assembly has developed a model code of conduct for councillors and co-opted members of the local authority. Each local council is required to adopt its own code incorporating the mandatory provisions from the national model.
The Standards Committee oversees the operation of the code of conduct in Caerphilly county borough.

If you feel that a councillor has breached the Code of Conduct and would like to issue a complaint, you can contact the Monitoring Officer on 01443 864294 or email monitoringofficer@caerphilly.gov.uk who will try to resolve your complaint informally.
