As of 1 June 2009, many planning applications and applications for listed building consent will have to be accompanied by a Design and Access Statement (DAS). The following links to the legislation and the guidance from the Welsh Government will help you find out whether your application needs a DAS, and how to complete one.
Legislation and guidance
The Town and Country Planning (General Development Procedure) (Amendment) (Wales) Order 2009 (links to external website)
The Planning (Listed Buildings and Conservation Areas) (Amendment) (Wales) Regulations 2009 (links to external website)
Advice on the content of DASs is contained in Appendix 1 of Welsh Government Technical Advice Note (TAN) 12: Design (2009) (Links to the Welsh Government Website)
Caerphilly County Borough Council has also produced guidance to help you complete a DAS, one for planning permission, and one for listed building consent:
Planning Permission - Design and Access Statement (PDF 1.2mb)
Listed Building Consent - Design and Access Statement (PDF 783kb)
Please note that the legislation requires all the matters in the template to be addressed in your DAS - your application for planning permission will be invalid if you do not do so.
