High street and retail rate relief scheme

The Welsh Government is funding a High Street rate relief scheme from 1 April 2019 to 31 March 2020.

To try to ensure that as much relief as possible is awarded we will automatically award the 2019/20 relief to those ratepayers that applied for and received relief in 2018/19. We will send an amended bill to all ratepayers receiving an automatic award of relief by 31 May 2019.

We will send application forms to businesses which appear to be eligible for rate relief under the 2019/20 scheme but did not apply last year and/or were not eligible to apply last year. A ratepayer may apply for relief of up to £2,500 on a business rates bill for the financial year 2019/20 if they are an eligible retail business occupying qualifying premises with a rateable value of £50,000 or less, subject to State Aid limits.

Properties that benefit from the relief will be occupied high street and retail properties and must be wholly or mainly being used as a shop, restaurant, café or drinking establishment that is wholly or mainly providing a service to visiting members of the public (properties must be reasonably accessible to the public).

Before you apply please note 

  • The amount of relief you will receive will be limited to the amount of rates actually payable by you
  • If you vacate a property after 1 April 2019 the amount of relief will be reduced proportionately
  • Ratepayers occupying more than one property may apply for High Street and Retail Rate Relief on each of their eligible properties, subject to State Aid limits
  • Empty properties do not qualify for this relief
  • Properties already receiving mandatory charitable rate relief are not eligible for High Street and Retail Rate Relief
