Free leisure and library services for looked after children

All looked after children aged five and above who are placed with a Caerphilly approved foster carer living within the county borough are eligible for a smartcard that entitles them to free leisure and library services.

The child or young person is entitled to free leisure activities at leisure centres throughout the county borough. This includes the gym, swimming pool and sports hall and classes. Swimming lessons are not included and need to be paid for. All activities are subject to availability and normal customer booking conditions and an induction will have to be carried out before initial use of the gym.

The child or young person is also entitled to free library services at libraries throughout the county borough. This includes free books, DVDs, video, music, games and CD ROM loans.

Applying for a Smart  Card

When a child or young person is placed in your care, social services will automatically notify the Smartcard Team. The card will then be sent to the Fostering Team who will forward it onto you.

If for any reason you do not receive the Smartcard please contact the child's social worker.

Terms and conditions of use

Any looked after child remaining accommodated within the borough or placed with their parents, can use the card until they reach 16 years of age at which point the card will be cancelled. If the young person accesses leaving care services at the age of 16, the card can continue to be used until they reach 21. If a child or young person ceases to be looked after or moves outside of Caerphilly county borough the card will be cancelled automatically after a period of 6 weeks.

Any misuse of the card will result in it being cancelled
