20 MPH Speed Limit Zone and Traffic Calming, Maesycwmmer Primary School

NOTICE is hereby given that Caerphilly County Borough Council in exercise of their powers under the Road Traffic Regulation Act 1984 and all other enabling powers and after consulting with the Chief Officer of Police propose to make an order the effect of which is to: -
1. 20mph speed limit on the following lengths of road:
- Tabor Road / Vale View from a point approximately 10 metres north of its junction with Jenkin Street to a point approximately 15 metres north-east of its southern junction with The Crescent fronting property number 10 Vale View
- Jenkin Street and Erasmus Terrace
- Chave Terrace from its junction with Jenkin Street for a distance of approximately 12 metres
- Gelli-Deg Street from its junction with Jenkin Street for a distance of approximately 7 metres
- The Crescent from its northern junction with Vale View for a distance of approximately 15 metres
NOTICE is also hereby given that Caerphilly County Borough Council in exercise of their powers under the Road Traffic Regulation Act 1984 and The Highways Act 1980 and all other enabling powers and after consulting with the Chief Officer of Police propose to implement the following traffic management measures in the roads listed below:
2. Traffic calming features to be installed at the following locations on Tabor Road/Vale View:
70mm high (1.9m long x 1.75m wide) speed cushions
- Fronting Mount Pleasant English Baptist Church
- To the front of property number 2 Vale View
- At the common boundary of property numbers 5 and 6 Vale View

Statement of General Effect
The general effect of the order will be to limit the speed of vehicles to a maximum speed of 20 miles per hour outside Maesycwmmer Primary School on the following lengths of road:
- Tabor Road / Vale View from a point approximately 10 metres north of its junction with Jenkin Street to a point approximately 15 metres north-east of its southern junction with The Crescent fronting property number 10 Vale View
- Jenkin Street and Erasmus Terrace
- Chave Terrace from its junction with Jenkin Street for a distance of approximately 12 metres
- Gelli-Deg Street from its junction with Jenkin Street for a distance of approximately 7 metres
- The Crescent from its northern junction with Vale View for a distance of approximately 15 metres
Statement of Reasons
The 20mph speed limit will instruct drivers to reduce speed. This will improve road safety, particularly for the benefit of school children and other vulnerable road users the roads adjacent to Maesycwmmer Primary School.
Order
The Caerphilly County Borough Council (‘the Council’) in exercise of their powers under the Road Traffic Regulation Act 1984 (the ‘Act’) and all other enabling powers and after consulting with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-
1 This Order may be cited as the Caerphilly County Borough Council (Maesycwmmer Primary School) (20 miles per hour zone) Order 2020 and shall come into operation on the XX day of XXXX
2 No person shall cause any vehicle to be driven at a speed in excess of 20 miles per hour on the roads identified as 20 miles per hour zone on the plan, drawing number TH1313/1 attached to this order.
3 Nothing in Article 2 applies to:
a. Any vehicle being used by the emergency services for the purpose described in section 87 of the Road Traffic Regulation Act 1984
b. Any vehicle being used for naval, military or air force purposes, and being driven by a person for the time being subject to the orders of the member of the armed forces of the Crown, who is a member of the special forces-
i. In response, or for practice in responding to a national security emergency by a person who has been trained in driving at high speeds; or
ii. For the purpose of training a person in driving at high speeds
c. ‘special forces’ means units of the armed forces the maintenance of whose capabilities is the responsibility of the Director of Special Forces or which are for the time being subject to the operational command of that Director.
