Scaffolding and hoarding

Any scaffolding or hoarding which encroaches or projects onto or over the Highway requires a scaffold licence and permission must be obtained from us. Your permit is valid for 30 days only from the date of confirmation.

It is not the responsibility of the customer (or their contractor) to apply for this licence. It is the responsibility of the scaffolding company to ensure that the licence has been applied for and that is has been granted.

Conditions of licence

It is important that the relevant regulations and controls are properly in place prior to and through out the duration of the. Therefore, work must not be started until the official paperwork, together with a sketch, has been completed and the licence has been awarded. Conditions attached to the licence must be carefully read and kept to at all times.

The basic requirements of the conditions are as follows:

  • All necessary precautions are taken to safeguard pedestrian and all other traffic by utilising a pedestrian walkway.
  • The scaffolding/hoarding being erected in such a manner that 2.1m headroom with full overhead cover and 1.2m width of footway to be kept clear for pedestrians at all times and a free flow of traffic to be maintained.
  • Your acceptance of liability for any damage to the footway or carriageway that may arise by reason of the existence of the scaffolding/hoarding.
  • Your acceptance of liability for any claim or action that may arise by reason of the existence of the scaffolding/hoarding.
  • Provision of danger lights during the hours of darkness.
  • Removal of scaffolding/hoarding as soon as the work is completed.
  • Subject to any order made on appeal if a person contravenes the provision of S.172 of the Act he is guilty of an offence and liable to a fine not exceeding £100; and if the offence is continued after conviction, he is guilty of a further offence and liable to a fine not exceeding £2.00 for each day the offence is so continued.
  • Highways Act 1980 - Sub Section 175(A) (Disabled Persons). Road works should not unnecessarily obstruct the free passage of blind and disabled people. Ramps and barriers should be provided where necessary for the protection of blind and disabled pedestrians.
  • This approval is valid for one month from the date of this letter provided your acceptance of these conditions is received. When this approval expires, if the scaffolding/hoarding is still required you must re-apply giving 48 hours notice.
