Public Space Protection Orders (PSPOs) consultation

The council is proposing to extend two Public Space Protection Orders (PSPOs) currently covering our bus stations and selected bus stops and bus shelters in the Caerphilly county borough.

The PSPOs were introduced in October 2015 under the Anti-social Behaviour, Crime and Policing Act 2014 in areas identified by the community, the Police and the local authority as being locations where anti-social behaviour was occurring and having a detrimental effect on the quality of life of those in the locality.

PSPOs impose conditions or restrictions on people using a specific area and anyone found breaching the Order could be issued with a £100 Fixed Penalty Notice or face prosecution at Court.

A PSPO lasts for three years but can be extended for a further three if anti-social activities are continuing.  Evidence obtained from the Police, Community Wardens, Local Authority CCTV and other partner agencies indicates that ASB is still an issue in the areas listed in the current PSPOs and extending the Orders will allow the Police and local authority to continue to target those causing these issues.

Proposal

It is proposed to extend the two Orders currently in place, without variation, for a further 3 years to October 2021. Full details of the current Orders, the Restricted Areas and the restrictions applied can be found here: https://www.caerphilly.gov.uk/Services/Emergencies-and-crime-prevention/Public-Space-Protection-Orders.

This consultation is required under Section 72(3) Anti-social Behaviour, Crime and Policing Act 2014.
