Caerphilly Council have a duty to protect users of Public Rights of Way from unlawful use and propose to install a ‘K-barrier’ for this purpose.

Caerphilly Council is seeking your views to help identify any potential issues that the installation of a ‘K-Barrier’ may cause for pedestrians, including pushchair and wheelchair users and users of mobility vehicles.

Expected outcomes
|
It was found during the consultation process that the proposed structure – a ‘K’ barrier was likely to cause significant issues to lawful use of the path.
Following advice provided by representatives of user and disability groups, the proposed structure was changed to instead be a kissing gate with RADAR bypass lock.
It was accepted that this structure will still restrict access by some lawful users, but will be less restrictive than a ‘K’ barrier overall.
