What is accessibility?

An accessible website means that the websites, tools and technologies are designed and developed so that individuals with disabilities can use them.

More specifically, people can understand, navigate, interact and contribute to the Web.

Web accessibility includes all disabilities that affect access to the Web, including:

  • auditory
  • cognitive
  • neurological
  • physical
  • speech
  • visual

In addition, web accessibility benefits people without disabilities, for example:

  • people using small screens such as: mobile phones and smart watches etc.
  • older people with changing abilities due to ageing.
  • people with temporary disabilities such as a broken arm or lost glasses.
  • people with situational limitations such as in bright sunlight or in an environment where they cannot listen to audio.
  • people using a slow internet connection, or who have limited bandwidth.

How accessible our website and how we plan to improve it

This website is owned and managed by Caerphilly County Borough Council (CCBC). We want as many people as possible to be able to use and enjoy this website.

On most pages on our website you should be able to:

  • Read all text without needing to change colours or fonts.
  • Zoom in up to 300% without the text spilling off the screen.
  • Navigate using just a keyboard.
  • Navigate using speech recognition software.
  • Listen to most of the Website using an up to date screen reader. 

We’ve also made the website text as simple as possible to understand. AbilityNet has advice on making your device easier to use if you have a disability or any accessibility requirements.

Parts of this Website that are not fully accessible

We know some parts of our website and services aren't fully accessible, and we are doing our best to fix these issues.

  • Some images are missing alternative text.
  • Some documents, including documents in PDF format, are not yet fully accessible.
  • Most of our embedded videos do not have captions.
  • Some of our online forms are difficult to navigate using just a keyboard.

Detailed information about this website's accessibility 

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard. The website currently has the following issues which we are working on fixing:

Issues with text

  • Some pages have incorrect heading structures.
  • Some links do not make sense when read out of context, using text such as 'click here'.
  • Some pages contain multiple links which use the same link text but point to different destinations.
  • Some pages contain text which is not as simple as possible to understand.

Issues with images

  • Some images which need a description do not have any alternative (alt) text or have blank alt text.
  • Some decorative images have alt text which should be blank.

Issues with PDFs and other documents

  • Some information is only available in formats such as PDF, Microsoft Word and Excel.
  • Not all PDFs have been designed for accessibility.

Issues with tables

  • Some pages contain tables that do not have headers.
  • Some pages use tables for layout purposes.
  • Some pages contain complex tables.

Issues with audio and video

  • Some videos do not have captions.
  • Some videos use automatically generated captions, which may be inaccurate.

Issues with keyboard navigation

  • Some elements which reveal hidden content - such as tabbed content - may be difficult to use, particularly when used with a screen reader.
  • Some of our pages contain content from systems provided by an external supplier. We are aware of accessibility issues with some of these tools. We will be reporting such issues to suppliers and working with them to improve the accessibility of their tools.
