£3m external wall insulation programme approved for Bryn Carno, Rhymney

Caerphilly County Borough Council’s Cabinet has today (25 January) approved match funding to undertake external wall insulation works at 86 properties in Bryn Carno, Rhymney.
Cabinet members approved a funding contribution of £1.196m from the Council’s Housing Revenue Account, with Welsh Government providing additional funding of £1.903m to deliver works to privately owned homes.
In 2012 the homes received works as part of the Welsh Government funded ARBED 1 scheme. Between 2016 and 2018 it became apparent that the external wall insulation was defective and as a result was causing water ingress and penetrating damp.
Welsh Government undertook an investigation which concluded that a replacement scheme was necessary to resolve the issues and to reinsulate the homes, to reduce energy costs for residents and lower carbon emissions.
As the Council owns 36 of the 86 properties it was decided that they would be best placed to take forward the replacement scheme. Private homes will also benefit from the scheme, with 100% assistance offered.
Cllr Shayne Cook, the Council’s Cabinet Member for Housing, said “There were a number of factors which resulted in the previous external wall insulation failing and we have worked closely with Welsh Government to find a resolution. This funding of just over £3 million will now enable work to prevent further deterioration of the homes and demonstrates the Council’s commitment to improve the wellbeing of our residents.”
