In 2007 the Environmental Protection Regulations combined the Pollution Prevention and Control (PPC) and the Waste Management Licensing (WML) Regulations. Their scope has since been widened to include water discharge, groundwater and radioactive substances.
On the 6 April 2008 the Environmental Permitting Regulations (EPR) came into force. The new regulations simplified the permitting process, for both industry and regulator. Certain activities as defined by the EPR Regulations require a permit to operate. To operate without a permit is an offence. Current permit application notices can be viewed here.
The Environmental Permitting (England and Wales) 2010 Regulations as amended combined the Integrated Pollution Prevention and Control (IPPC) Regime and the Waste Management Regime into one piece of consolidated legislation. Natural Resources Wales are responsible for regulating Part A1 processes. Local Authorities are responsible for regulating emissions to air, land and water from Part A2 installations and emissions to air of all Part B installations.
