Team Caerphilly – Be part of something bold, brave and brilliant!

Having built our solid foundations, we are now moving into our second phase of our journey of significant transformation. This second phase is firmly focussed upon, “Delivery” and we need strong senior leaders to lead the organisation and transform our communities as we stride forward.

We deliver over 600 services each and every day to more than 181,000 residents, with a multimillion-pound budget. We have 69 elected councillors who each represent their local community. Our communities are a colourful array of diversity and distinctiveness. However, the challenges of deprivation permeate through many of them.

I have a political mandate to strengthen the leadership team and appoint a Deputy Head of Finance and Section 151 Officer to support the organisation to progress at pace, our transformation programme through our new operating model - Team Caerphilly “Better together.”

This change requires, strong, purposeful leadership which is underpinned with creativity, innovation, energy and a “can-do” attitude and the role of the Deputy Head of Finance and Section 151 Officer is a pivotal role within the Leadership team of the council.

So if you have the skills and experience and want to make a real difference in public service I want to hear from you.

Please contact the PA to the Corporate Director Richard Edmunds to arrange an informal discussion 01443 864560fryl@caerphilly.gov.uk.

Leader of Caerphilly Council Cllr. Sean Morgan

Sean Morgan

We are a multifaceted organisation with our residents and staff at the heart of service delivery. Given the very challenging national financial context we are operating within, it is more important than ever to ensure we have strong strategic management to ensure we are able to continue to deliver the services our residents want and need.

We are looking for a passionate and committed individual, who reflects the values and ethos of Team Caerphilly.

My Cabinet have agreed a very ambitious programme of change, including a number of key strategic projects that will transform the way we operate as an organisation. We have an impressive Placeshaping programme of capital investment that aims to inject prosperity to the county borough.

We are a key member of the Cardiff Capital Region, and want to really further embed our strategic position within the south east region and beyond. Strong partnership skills are a key requirement of this role, as we pride ourselves on our positive partnerships and all we deliver through them.

It is important that the successful candidate can measure up to the vision and innovation that we require, to continue to provide the highest quality standards serving the growing and complex needs of our whole community.

Our Vision and Values

Our Vision and Values

We have created a set of values with staff that underpin the operating model. They act as guiding principles and set the tone for the way we operate and interact at all levels.

Innovative: We will empower staff to develop innovative and creative responses to challenges faced within a safe culture of mutual respect.

United and Connected: We share a vision that serves the common good; we will actively collaborate and engage in healthy internal communication.

Trusted: We will act credibly, reliably, and will foster, support and maintain positive relationships.

Resilient: We will build teams that are able to rise to the challenges we face and adapt to any adverse conditions.

Open and Transparent: We will communicate openly, share information, listen and appreciate other perspectives, give prompt feedback and learn from our mistakes.

Our Operating Model

Our Operating Model

#TeamCaerphilly - Better Together is a strategic programme of “whole-authority” transformational change delivered through a new operating model which will underpin for the way that we provide services.

We need to move away from traditional models of service delivery, embrace change, be prepared to innovate and take well managed risks. We will also need to modernise through harnessing emerging technologies and fully engaging with our workforce and communities.

At the core of this programme of change is our mantra of Social Heart and Commercial Head. This recognises our commitment to public service and the needs of our citizens, but also demonstrates a commitment to explore commercial and investment opportunities, where appropriate, to generate income that can be reinvested in services to help them remain resilient.

This strategic programme of “whole-authority” work will be delivered through the following key themes:

  • Culture
  • Innovation
  • Digital First
  • Service Reviews
  • Commercialisation
  • Community Engagement
  • Collaboration
  • Resources
  • Workforce Planning
