Overview

The Sustainable Communities for Learning (formerly 21st Century Schools and Colleges) programme is a major, long-term, strategic capital investment programme. It is jointly funded by the Welsh Government and local authorities and aims to create a generation of 21st century schools in Wales. The childcare unit will be funded 100% by Welsh Government.

As part of this programme Caerphilly County Borough Council intends to make a planning application for the amalgamation of Llancaeach and Llanfabon schools to create a new Primary School provision on the existing Llanfabon school site. The new facility will accommodate 275 primary pupils and 40 nursery pupils, and be equipped with high quality learning opportunities, and will enable community use of the facilities outside school hours.

The requirement to undertake pre-consultation applies to all planning applications for ‘major’ development (full or outline as defined in article 2 of the Town and County Planning Development Management Procedure (Wales) Order 2012). The consultation process represents an opportunity for people to learn about the proposal and make comments that will be recorded and summarised in a consultation report which will be submitted as part of the planning application.

Statutory consultation to obtain community views on proposed school development prior to submitting a formal planning application.

It is a statutory requirement to make available the draft application for review and comment prior to its formal submission for Planning Approval.
