Acceptable Use Policy when using a library PC

Caerphilly County Borough Council (CCBC) via the Library Service provides access to a wide range of resources - including those available from the Internet - in its role as a provider of informational, educational, recreational and cultural enrichment opportunities for its users. The Library Service provides free access to its Internet services for all library members. 

The internet provides access to lots of information that is valuable or enlightening, but you may also find material that is inaccurate, offensive or illegal under UK law.  CCBC is not responsible for the accuracy, validity, legality or usefulness of information available. Transmission of any material in violation of any laws is prohibited. This includes, but is not limited to: copyrighted material, threatening or obscene material, pornographic material, or material protected by trade secret.

CCBC provides a level of filtering for users, for example pay day loan sites are blocked on all CCBC devices, but you must also take responsibility for your own activities. 

Content is filtered for children, but this is not always effective in blocking unsuitable material. The library encourages parents/guardians to supervise their children's use of the Internet. Where a child is using the library and not accompanied by an adult it will be assumed that the child has the consent of an appropriate adult to use the service.

CCBC cannot be held responsible for the privacy or security of your activities, and urges caution when undertaking financial transactions online. The purchase of services and goods on-line is allowed. Customers must be aware that the library service cannot take any responsibility for the misuse of financial or personal information with regard to online purchasing. Delivery of purchased goods or the quality of goods received is not the responsibility of library service.

We may monitor your use of the computer, including websites visited, in order to plan better services and to ensure you keep to this policy. We will not use personal information for any other purpose, or divulge it to other people or organisations, in accordance with the Data Protection Act 1998. 

You must read and accept the following terms and conditions before you can use this computer. Any library customer who is deemed to have violated any of the terms of the code of practice will be prevented from using the internet service.

I agree that: 

  • I am fully responsible for all activities and communications that take place during my computer session and will only use my own library card to access the computers. 
  • I will not tamper with computer hardware, or attempt to install or download software (including viruses) on to library computer hard drives. 
  • I will not seek to gain unauthorised access to computer systems or information (“hacking”). 
  • I will not engage in any illegal activities, including gambling (for which public libraries are not licensed). 
  • I will not use the computer for sending material likely to cause offence or inconvenience, commercial email (“spamming”), and chain letters. 
  • I will not use the computer for the purpose of libel, slander, harassment or on-line bullying.
  • I will not use the computer to distribute material that may be reasonably considered to be supporting or condoning extremist views, hate crimes or incidents against groups or individuals in society.
  • I will respect the privacy and sensibilities of other library users, and I will not cause noise, or display text or graphics that may be reasonably viewed as obscene or offensive. 
  • I will not violate copyright or software license agreements. 
  • I will save documents and information only to discs, CDs, USB memory sticks or external storage devices (personal data stored elsewhere needs to be deleted at the end of the session). Any devices left in computers will be kept by staff for 2 months. After this all data will be wiped and the device destroyed. 
  • I will use the computer only within the time that has been allocated to me. 
  • I will pay for any printing costs incurred. 
  • I will not use the computers for viewing live or retrospective TV broadcasts which includes the use of iPlayer (for which public libraries are not licensed).
