What is the Smart Card?

The Smart Card is a card that identifies you as a user of Caerphilly County Borough Council services and is personal to you. The card is a "smart card" and works by either being placed in or held close to readers at leisure centres and libraries. The Smart Card will replace existing library/leisure cards for use in all libraries and leisure centres in Caerphilly County Borough.

Who is entitled to have a Smart Card and how can I apply?

Anyone, who wishes to use the council's services can apply. Simply fill in the online application form or visit an enrolment point at your local library or leisure centre. Once your application has been processed you will receive your Smart Card, which will be issued free of charge.

What evidence is required to be eligibile for a Smart Card?

As a minimum, we need to see proof of address and identity. All applicants must attend an enrolment point in person where a photograph will be taken. To apply for a concessionary rate you will need to show further details.

What do I do if I have any issues with my Smart Card, including loss or theft, or wish to change any details?

Call the Smart Card Helpline on 01443 863072, you will then be asked for your password to confirm your identity. Lost or stolen cards will be stopped from time of reporting. A fee of £2 will be charged for replacing lost or stolen cards and for changing either the name or photograph. You will have to attend in person at your local leisure centre/library for changes/replacements to be made.

How is my personal information safeguarded?

Access to the Smart Card database - where your personal information will be stored - is password protected and limited to authorised persons acting on behalf of Caerphilly County Borough Council.

Where can I locate a Smart Card Service Point?

Smart Card Service and Enrolment Points can be found at all Caerphilly County Borough Council Libraries and Leisure Centres. Staff will be happy to, guide you through your paper application, finalise your online application and answer any questions you may have.
