New approach to service charges for sheltered housing tenants

Tenants living in council owned sheltered housing schemes in the Caerphilly county borough will see a change to the way that the service charges they pay are calculated.
Previously sheltered housing tenants were all charged the same amount, regardless of the particular services they received; with costs shared equally across all tenants within the service.  The new approach of charging will be more transparent and fair for tenants, as they will only be charged for the services they receive and will also be able to see what they are paying for.  
The changes, approved by Caerphilly County Borough Council’s Cabinet on 19th July, will be implemented in October 2017.
A service charge reflects the cost associated with carrying out communal repairs or work to keep the council’s sheltered housing schemes in a good condition, managing them and providing any additional services for tenants.  It is an amount paid by a tenant for the additional services received which are not covered by rental payments. 
The amount charged by the council will depend on what services are provided, for example: lighting of communal areas, laundry facilities, communal furniture, fixtures and fittings.
Cllr Lisa Phipps, the council’s Cabinet Member for Homes and Places, said “The way that sheltered housing service charges were calculated previously meant that tenants often didn’t know what they were paying for and the costs to each individual often weren’t an accurate reflection of the actual services they received.  The changes mean that each tenant will now be given a breakdown of charges and will only be charged for the services they receive.
“The council’s Older Persons Housing Team have kept sheltered housing tenants updated throughout the process and continues to do so in order to ensure that tenants fully understand the changes.”
All sheltered housing tenants have received a letter from the council informing them of the changes and providing a breakdown of their service charges for the coming year.
