Authority to place containers on roads within the borough

  • Every container shall comply with the published specification.
  • No container shall be placed on a single line during the hours of the prohibition or on double lines at any time.
  • No container shall be placed within the prohibited area on either side of a zebra or pelican crossing.
  • No container shall be placed within 83 metres of the stop line on the approach to the traffic signals.
  • No container shall be placed within 17 metres of a named road junction.
  • The placing of the container on site shall conform with the following rules:
    • They shall be deposited within the curtilage of properties/buildings, wherever possible, without damaging or obstructing the footpath.
    • If placed on the carriageway, they shall be sited so as not to impede the surface drainage, and so as to minimise obstruction to traffic; a distance of 150mm from the kerb is suggested.
    • They shall not be sited so as to obstruct access to any manhole, fire hydrant or the apparatus of any statutory undertaker or of the Borough Council.
  • No container shall be deposited in any carriageway or back-way having a width of 5 metres or less.
  • No container shall be left on the highway longer than is necessary.  And in any event shall be removed from the highway, or repositioned if required by the police or designated Technical Services representative.
  • Every container shall be removed from the highway as soon as practicable after it has been filled.
  • During use, the contents of the container shall be damped down to prevent nuisance from dust and any spillage on the highway shall be immediately removed.
  • The container shall not be used for the deposit of putrescent, noxious or offensive materials.
  • All applications must be submitted by 12:00pm 48hours prior to the planned placement of the skip.
  • It should be noted that in order to place a skip on the highway you must be in possession of Public Liability insurance to the value of £10 million pounds.
  • The Skip Hire Company shall be responsible for the removal and proper disposal of all materials placed in any container whether by yourself, your servants or agents, or any person with or without authority.
  • The Skip Hire Company will agree to indemnify the Corporation against any liability, loss, claim or proceeding whatsoever arising under statute or common law in respect of the placing and maintaining of any container on any highway or its removal there from.
  • Nothing in this letter of authority or these conditions shall be deemed to affect or lessen the powers of the police to require the removal of any container placed in the highway pursuant to this authority.
